    Ebola Virus: An Emerged Public Health Threat 

    The 2014-2015 Liberian centered epidemic of Ebola virus is the largest ever recorded. This zoonotic (historically foreign animal African disease) disease is an extraordinary example of constant emergence of new and novel diseases generated by human activities. The convergence of human behavior with varied animal species is a constant generator of new public health threats. The understanding of new disease transmission mechanisms is critical to public health interventions.

    Dr. John W. Poe received his DVM from Auburn University in 1981 and Master in Public Health (Epidemiology) from University of Kentucky in 2002. He currently works as the Kentucky State Public Health Veterinarian and also continues to operate a veterinary clinic. He has previously served as Veterinary Medical Officer and Medical Epidemiologist for the Kentucky Department of Public Health. Current duties include consultation to health professionals and the public relating to communicable diseases, animal bites and zoonoses; expertise in control of zoonotic, tick-borne, arboviruses and other communicable diseases; and involvement in drafting and reviewing legislation pertinent to public health. He is a member of the American Veterinary Medical Association Ebola Companion Animal Response Plan Working Group.

The Short Session in Frankfort has less than two weeks to go and there are many bills impacting veterinary medicine in Kentucky. We urge all our members to be informed and reach out to your representatives in the House and in the Senate to voice their concerns for or against the proposed bills. Key Veterinary Bills

SB 69 – Sens. Webb and Howell – AAHP Equine Dental Provider (EDP) bill.

HB 153 – Reps. Imes, Rudy, et al. – Murray State CVM build authority.

SB 80 – Sen. Carroll – Murray State CVM build authority.

SB 113 – Sens. Howell, et al. – Murray State CVM build authority.

HB 69 – Rep. Grossberg – Rabies vaccine administration bill.

HB 194 – Rep. Whitten – Requires animal control officers to receive training on recognizing child abuse; with a duty to report.

HB 133 – Reps. Doan and Roberts – Allows universal recognition of occupational licenses and government certifications; includes work experience as a basis for licensure or certification.

SB 39 – Sen. Elkins – An Act related to animal fighting. 

HB 87 – Reps. Callaway, Doan, Hart – Related to job opportunities for individuals with criminal convictions and associated requirements for licensing boards.
